Description du projet :

The budget analysis was commissioned by the Belgian Development Cooperation on behalf of the Education development partners (EDP), as acting Coordinating Agency (EDP Chair) for education.


The overall objective of the budget analysis is to improve the quality of strategic dialogue between the Government of Uganda (GoU), EDPs and other education stakeholders on the issues of budget and policy.
The purpose of this consultancy was to assess public expenditure on education through a budget analysis. The review period covered fiscal years 2006/07 up to 2014/15.


By looking closely at the level of resource allocation to education and within education, EDP wanted to have a clear picture of policy priorities in education (past and present) and understand to what extent the levels and patterns of budget allocations to education are conducive to meet sector targets.
The objective was also to compare trends in allocation within a regional perspective.
 

Services rendus :

I&D   carried out the following tasks :

  • Analysis of the past, current and future trends of the education share within the national budget.
  • Analysis of the composition of the education budget
  • Assessment of the degree of adequacy between resources allocated and stated policy for the development of the education system. Particular attention was required on: (1) literacy and numeracy in primary; (2) science and mathematics in secondary; (3) compliance with Basic Requirements and Minimum Standards (BRMS) and sector norms on quality; (4) Business, Technical and Vocational Education and Training / Skills Development.
  • Analysis of the per pupil/trainee unit costs
  • Mapping the main revenue channels for the education sector.
  • Formulation of conclusions and recommendations that address planning and budgeting challenges in the education sector, in preparation of the budget dialogue of EDPs with MoES and MoFPED
